Districtwide and Multi County Projects

High Friction Surface Treatment / Raised Pavement Markers ─ These will occur on various routes in Fayette, Greene, Washington and Westmoreland counties. The contractor on this project is RAM Construction Services of Michigan for $1.09 million. The contract includes another installation of the HFST at Route 30 and Lewis Road in Unity.
Update: Route 30 and Lewis Road in Unity Township work to tentatively be completed between May 13 and June 30.

2019 Arch Preservation-1 ─ SR 4004 06M ─ (Washington and Westmoreland counties) – Preservation activities on Route 4004 over little Raccoon Creek in Smith and Robinson townships, Washington County, Route 993 over Brush Creek in North Huntingdon Township, Westmoreland County, Route 4008 over Potts Run in Hempfield Township, Westmoreland County. The tentative completion is in late October 2019. The contractor on this $696,696 project is Frank J. Zottola Construction, Inc.
Update: Work will tentatively start April 22 on Route 4004 (Old Steubenville Pike) over little Raccoon Creek. Once Route 4004 is completed, work will begin on Route 40008 (Penn High Park Road) over Potts Run (tentatively in June 2019) and finally on Route 933 (Irwin Trafford Road) over Brush Creek in August.

2019 Arch Preservation-2 ─ SR 40 08M ─ (Fayette and Greene counties) – Rehabilitation on Route 40 over Beaver Run in Henry Clay Township, Fayette County, Route 88 over Tributary of Monongahela River, Dunkard Township, Greene County, Route 88 over Tributary of Monongahela River, Monongahela Township, Greene County. The anticipated completion is early November 2019. The contractor on this $1.175 million project is Allison Park Contractors, Inc.

2018 Fayette and Washington County Bridges ─ SR 119 F10 ─ This project consists of the replacement of three existing bridges carrying Route 119 (Morgantown Road) over a Branch of Georges Creek, Route 4001 (Rush Run Road) over Rush Run in Fayette County, and Route 2065 (Barneys Run Road) over Barneys Run in Washington County.  Also included will be minor roadway approach work, drainage upgrades, guide rail upgrades, signing and pavement markings and other miscellaneous construction located in Springhill Township, Fayette County. The contractor on this $2.1 million project is C.H. & D. Enterprises, Inc.

District Wide Highway Lighting Maintenance Contract ─ 12-18-LM1 ─ (Fayette, Greene, Washington counties – This contract is for the maintenance of highway lighting in Fayette, Greene, Washington and Westmoreland counties. The tentative completion is in June of 2020. The contractor on this $686,716 project is TSB Inc. d/b/a Schultheis Electric.

D12 Superstructure 2018-2 ─ SR 4021 01M (Fayette, Greene, Westmoreland) ─ This project is for bridge restoration on structures in various municipalities district-wide. The tentative completion is in late October 2019. The contractor on this $2.4 million project is J.F. Shea Construction, Inc.
Update: The contractor is currently working on Route 4017 (Scott’s Run) in Greene County. There is a marked detour in place.

D12 Superstructure 2018-1 ─ SR 2023 01M ─ (Washington and Westmoreland) ─ This project is for bridge restoration on structures in various municipalities district-wide. The tentative completion is in late October 2019. The contractor on this $5.35 million project is Swank Construction Company, LLC.
Update: This project will tentatively start on April 22nd and will continue for 185 calendar days and should be completed October 23rd. This project is a replacement of the existing Superstructure.  The work includes abutment rehabilitation, beam and deck replacement, and minor roadway work. Structure will be constructed in phases. No detour needed. Traffic will be controlled with temporary signals.

Route 711 Section TSS – 12-17-LCSIP ─ This project is for the replacement and/or update of guiderail and guiderail end treatments on various routes throughout Fayette, Greene, Washington and Westmoreland counties. The apparent low bidder on this $635,461 project is Penn Line Service, Inc.

On Demand Bridges — 109855 — This project is for bridge repairs on various structures that need rapid repairs district-wide. The tentative end for this contract is October 2019. The contractor on this $1.64 million project is Allison Park Contractors, Inc.
Update: Work is being performed in Westmoreland and Washington counties on various routes.

2019 Slide Repairs — 110090 — SR 88 F20 — This project is for district wide slide repairs in Fayette, Greene, Washington and Westmoreland.

PA 31 Preservation ─ The description and location of the project is as follows: patching, milling, resurfacing, signal upgrades, ADA ramps, guide rail, delineation, signing & other miscellaneous construction in Mt. Pleasant & Bullskin Townships, and Mt. Pleasant Borough, Fayette and Westmoreland Counties..

Mountain Signage ─ SR 40 DEL ─ This project is installing/replacing delineation at inlets, endwalls, pipe outlets, on mountable curb, concrete median barrier, guide rail and replacing signage on Routes 31, 40, 711, and 271 in Fayette and Westmoreland counties. This project is scheduled to be let in June 2019 and completed in the 2019 construction season.

Rural Commercial Routes 2019 ─ This project is for resurfacing of various routes district wide in Fayette, Greene, Washington and Westmoreland counties. This project is scheduled to be let in July 2019.

 
Fayette County

Route 381 ─ Ohiopyle Multimodal Gateway – SR 381 OMG ─ The Ohiopyle Multimodal Gateway Project is in Ohiopyle Borough, Fayette County. This project is to improve the Route 381 (Main Street) corridor by minimizing conflict points to better serve all users and all modes of travel. Previous improvements benefitted parts of the project area and some users; this project will consolidate previous efforts, focus on additional improvements to better serve all members of the traveling public, and result in a cohesive multimodal corridor. The contractor on this $12.4 million project is Plum Contracting, Inc. The anticipated completion date will be May 23, 2020.
Update:  The Contractor will be continuing to excavate for the new Parking Lot Area and Temporary Access Road. Negley Street work includes installing drainage, excavating then placing subbase material in advance of paving operations. Sidewalks and curbs will be installed here too.
 
Guide Rail — Fayette County — 12-18-GR1 – For the repair, replacement and /or upgrade of guide rail in the county. The contractor on this $256,839 project is Penn Line Services, Inc. The anticipated completion is in late June 2019.

Route 4010 Bridge over Bute Run ─ SR 4010 J10 – Bridge improvements on Route 4010 (Laurel Hill Road) over Bute Run in Franklin Township, Fayette County. The anticipated completion date is late September 2019. The contractor on this $786,799.90 project is Frank Gavlik & Sons, Inc.

Route 201 over Virgin Run ─ SR 201 J10 ─ This project involves replacement of the existing bridge structure with a 16'-0" x 6'-6" Precast Concrete Box Culvert, reconstruction of the approach roadway, and other miscellaneous construction in Franklin and Perry townships. The bridge is between Town County Road and Cemetery Road and will be reduced to single lane between April 1 and November 15. The tentative completion date is November 2019. The contractor on this $1.184 project is C.H. & D. Enterprises, Inc.
Update: Starting Wednesday 4/17/2019 barrier will be set on the northbound shoulder with a lane shift for both lanes. Crews will resume two-way traffic to do shoulder widening on northbound shoulder when done. On approximately May 1st.   there will be single lane traffic with a traffic signal for phase 1 box replacement.

Route 166 from Hibbs to Brownsville – SR 166 06R – This pavement preservation project includes base repair, milling, resurfacing, slide repair, bridge spall repair, signal replacement, drainage, guide rail, tree trimming, delineation and signing. The project is located on Route 166 between Route 4004 (Ralph New Salem Road) and Route 40 in German, Luzerne and Redstone townships. The contractor on this $4.57 million project is A. Folino Construction.
Update: The contractor is currently working on replacing and updating the travel signals at the intersection of Route 166 and old Route 40. Please drive carefully and be aware of construction vehicles and personnel.

Fayette County Surface Improvements — 12-18-SI1 — This is a surface improvement contract for sections of two state routes in Fayette County. The contractor on this $5.4 million contract is Golden Eagle Construction Co. Route 201 between Route 51 and Route 119 is a carryover from 2018.

Fayette County Surface Improvements ─ 12-19-SI1-1 – The description and location of the project is as follows. Surface improvement contract of certain sections of various State Routes in Fayette County. Construction consists of milling, Superpave asphalt courses, base repair, pavement markings, drainage, and other miscellaneous construction on all or portions of the selected State Routes in Fayette County. This project also includes resurfacing of Industrial Park Road, a local road in Menallen Township, Fayette County. This project also includes resurfacing of Industrial Park Road, a local road in Menallen Township, Fayette County. The contractor on this approximately $5.9 million project is Golden Eagle Construction, Inc.
Update: Starting on April 15 during daylight hours, paving will occur on Route 4010 (Laurel Hill Road) and Industrial Park Road.

HS General George C. Marshall Plan 2 ─ Local Project ─ Hometown Streets project for streetscape improvements along several blocks in the downtown business district in the City of Uniontown, Fayette County along Pittsburgh, Morgantown and Peter Streets. Planned improvements include relocating utilities underground, structural improvements to existing vaults under sidewalks, new sidewalks, curb ramps and pedestrian crosswalks, decorative light poles and an updated drainage system.

Route 1019 Bridge over a branch of Breakneck ─ Department Force Bridge ─ This project is for the replacement of the structure carrying Route 1019 (Break Iron Road) over a branch of Breakneck Run in Bullskin Township, Fayette County.
Update: Road closed on 4/15/19. Demolition of the existing superstructure and repair of the abutments to follow.

Route 21 Fayette County Corridor Highway Safety Improvement Project ─ This project is for safety improvements on a section of Route 21 in German, Monongahela, South Union townships and Masontown Borough.  This project is scheduled to be let in August.

Route 2040 over Coal Lick Run ─ SR 2040 A10 ─ This is for the replacement of Route 2040 (Main Street) over Coal Lick Run in Uniontown. This project is scheduled to be let in mid-September 2019.

Route 2040 over Redstone Creek ─ SR 2040 B10 ─ This is for the replacement of Route 2040 (Main Street) over Redstone Creek in Uniontown. This project is scheduled to be let in mid-September 2019.


Greene County

Guide Rail — Greene County — 12-18-GR2 – For the repair, replacement and /or upgrade of guide rail in the county. The contractor on this $269,313 project is Penn Line Services, Inc. The anticipated completion is in late June 2019.

Route 1016 over Little Whiteley Creek – SR 1016 A10 ─ This project includes the replacement of two bridges, reconstruction approach work, and other construction in Cumberland and Monongahela townships, Greene County. Replacement of an existing structure with a Single-span Composite Prestressed Concrete PA Bulb-Tee Beam Bridge, and replacement of an existing superstructure with a Single-span Composite Prestressed Concrete PA I-Beam Bridge, and reconstruction of the approach roadway. The contractor on this $1.67 million project is Frank Gavlik & Sons, Inc. The anticipated completion date is in April 2020.
Update: The various utilities are currently wrapping up their preliminary work required for construction. The contractor is scheduled to begin work on April 15th. Currently, bridge #1, at the eastern end of 1016, is closed. A short detour utilizing only Route 21 allows motorists access to either side. This detour will remain in effect until the arch structure has been replaced. At that time, it will be adjusted to permit access to the Top Hat Lounge driveway from the western end only, while bridge #2’s rehabilitation is completed. During construction, the treatment center will always be accessed from Route 1016’s eastern intersection with Route 21 (the intersection nearest the power plant). Treatment center traffic from the western Carmichaels side should use caution, making the U-turn as indicated at the left turning lane for the power plant entrance as indicated by the detour signs.

2018 Greene County Bridges ─ SR 3008 BRD – Replacement of several structures in District 12. The tentative completion is in late August 2019. The contractor on this $1.6 million project is Thomas Construction, Inc. It also includes the installation of a 9-foot reinforced concrete pipe in the Buzztown area.
Update: Work is tentatively scheduled to begin the week of June 9th and the construction signs should be installed during the week of May 13. 

Route 21 Metal Culvert Preservation ─ SR 21 03M – Rehabilitation on a metal culvert on Route 21 in Franklin Township, Greene County. The tentative completion is late June 2019. The contractor on this $197,791 project is Gregori Construction, Inc.

Route 3013 Bridge over Pursley Creek – Department Force Bridge ─ Replacement of the structure carrying Route 3013 (Oak Forest Road) over Branch of Pursley Creek in Center Township. The tentative completion is in December 2019. The contractor helping on this $196,500 project is Allison Park Contractors, Inc.
Update: Work began on April 8 and completes on June 14. A marked detour uses Oak Forest Road, Bluff Ridge Road, Route 218, and Route 21. Demolition of the existing bridge has commenced. Excavation for the new box culvert to follow.

Route 3020 Bridge over Webster Run ─ Department Force Bridge ─ This project is the replacement of the structure carrying Route 3020 (Bristoria Road) over a branch of Webster Run in Jackson Township, Greene County. No new carrying capacity will be added to the bridge. The contractor helping with this project is Allison Park Contractors.
Update: This project will tentatively start in July 2019.

Greene County Surface Improvements – SR 19-0 SIP ─ 12-19-SI2-1 – This Surface Improvement Project consists of 2” milling, asphalt paving, base repair, pavement markings, miscellaneous drainage improvements, and other miscellaneous construction on portions of Route 19 approximating 9.27 miles from the WV State Line to Mechanic Street in Mt. Morris and from 5th Avenue in Waynesburg to West Dividing Ridge Road at the Greene/Washington County Line. The contractor on this $2.8 million project is Golden Eagle Construction Co.
Update: This project is set to begin in early May.

 

Washington County


Interstate 70 from Beau Street to Route 519 – SR 70 T10/W31 – This project is for the reconstruction of the Interstate. Interstate 70 (I-70) between Beau Street (Route 136) and the State Route 519 Interchange.  The project is a combination of two sections of I-70.  The western section of the project (Section T10) from Beau Street to I-79 South Junction is the second phase of the Department’s plan to widen I-70 from two lanes to three lanes in each direction between the I-79 North and South Junctions. The Beau Street Interchange (Exit 20) at the western end of the project will remain as it exists today. 
The eastern portion of the project (Section W31) from I-79 South Junction to the Route 519 interchange will reconstruct the four-lane section of I-70. The contractor on this $11 million project is The Lane Construction Corporation. It will tentatively complete in October 2020.
Update: There is a lane split heading westbound by the fly-over ramp, one lane of westbound traffic travels on eastbound lanes then merges back to westbound lanes, this work is to complete a section of T10. The contractor will be milled and paved eastbound mainline traffic is switched to temporary widening heading east to prepare for traffic switch of the W31 section. Contractor is removing center median barrier to accommodate traffic switch all traffic on eastbound lanes later in May 2019.
*** Beau Street westbound exit ramp to re-open tomorrow morning by 6am.9 This ramp has been closed about 4 weeks.


Interstate 70 Bentleyville Interchange -- This project involves the total reconstruction of Interstate 70 from approximately ¾ mile west of the Ginger Hill interchange (Exit 32-A) extending east approximately ¾ mile west of the Bentleyville interchange (Exit 32-B). The Contractor on this $75,894,753.83 project is Golden Triangle Construction Company, Inc. The project includes the widening of Interstate 70 to provide a wider median; lengthening and reconfiguring ramp acceleration and deceleration lanes; replacement of the bridge carrying I-70 over SR 2040, Pigeon Creek, and Norfolk Southern Railroad; replacement of the bridge carrying PA Route 917 over I-70; and secondary roadway improvements. This work will occur in Washington County within the Borough of Bentleyville, and Somerset and Fallowfield Townships.  Completion is scheduled for December 2018.
Update:  This project is substantially complete, and work is in the final phases. West and East bound traffic is in its final configuration, but some miscellaneous work remains. Upcoming work this Spring includes: Pavement replacement is scheduled for SR 2040 (Wilson Road) between the Roundabout and the new Traffic Signal. This work will occur the week of Monday April 15th through Friday April 26th. The exact date will be weather dependent. Flaggers will maintain single lane traffic during this work and motorists may encounter delays when travelling through this construction zone. Other upcoming work includes the temporary closure of the Gingerhill Exit # 32A East Bound. Concrete pavement construction needs to be completed and traffic will have to be detoured. Detour signs will be posted and traffic wishing to exit at Gingerhill will be directed to the Bentleyville Exit #32B and back into town to Route 917. The Ramp work will begin near the end of April and is expected to take two to four weeks to complete. Finally, Bridge Deck repairs will be made to the bridge carrying Route 2040 (Main Street) over Pigeon Creek. This work will be done while maintaining single lane traffic. Motorists are urged to use caution while travelling through the project.

Route 8042 over Route 40 ─ SR 8042 01M ─ The project is the replacement of a structure spanning Route 40 at the Route 88 (W. Brownsville / California Exit) Interchange which carries two ramps over Route 40.  The new structure will have two 14-foot lanes, two 8-foot shoulders and a 2-foot mountable concrete divisor. There is closure of the bridge that carries the eastbound ramps (Route 8042) over US 40 at the West Brownsville/California Exit. Both eastbound on and off ramps are closed through early October. The contractor on this $2.2 million project is Gulisek Construction, LLC.
Update: Ramp to Route 88 South (California, PA) is closed during construction and the Ramp to Route 40 East (Brownsville, PA) is closed during construction. The demolition of structure is complete. The contractor, Gulisek Construction, is prepping the far side or abutment #2 for drilling of pile placement. Excavation will continue the near side Abutment #1 or the ramp that carries motorist off the Lane Bane Bridge Westbound to California, PA. All motorist should take precaution in the construction zone as one lane short term daily closures will be placed on both the East and West Bound lanes. The restrictions will switch from inside lanes to outside lanes depending on the nature of current construction needs. Arrow boards will alert motorists to the changes. Channelizers, Message Boards and detour signs are up and will continue throughout the project.

Washington County Bridge Preservation 2018 – This is for bridge preservation on 15 structures in Washington County. The tentative completion is in late June 2019. The contractor on this $1.4 million project is Thornbury, Inc.
Update: This project consists of performing deck repairs, abutment repairs, replacement of seals, and epoxy overlays on 15 structures in Washington County. Thornbury is presently performing deck repairs and replacing seals on a structure on Route 40 Scenery Hill and they are performing abutment repairs on multiple structures on Bentleyville Road in Charleroi. 

Washington County Fairgrounds Phase 2 – This local project is for construction of a realigned set of trolley tracks and a trolley platform. Work includes excavating, drainage, concrete and asphalt placement, realignment of trolley tracks and ballast, demolition of existing facilities, and other miscellaneous construction, as indicated on the approved drawings included in the bid package for Washington County Fairgrounds Phase 2. The project begins approximately at Station 208+87 and ends approximately at Station 216+11 on Trolley Track #1 on the Washington County Fairgrounds in Chartiers Township, Washington County. The Contractor on this $789,459.05 project is C.H. & D. Enterprises Inc.  The project is scheduled to be complete in July 2019.
Update:  The Contractor is currently performing earthwork in preparation for the trolley track.

2018 Washington County Bridges ─ SR 3041 A10 ─ Replacement of various structures throughout the district. The tentative completion on this contract is mid-September 2019.The contractor on this $1.77 million project is C.H.&D. Enterprises.

Route 4007 over Route 22 ─ SR 4007 C10 ─ Rehabilitation/replacement of the structure carrying Route 4007 (Bavington Road) over Route 22 in Smith Township, Washington County. The tentative completion on this project is September 2020. The contractor on this $6.31 million project is Gulisek Construction LLC.
Update: Demolition of the bridge over Route 22 is scheduled to begin on April 15th and 16th. Only one direction of travel will be closed for each date. The closure of Route 22 will be from 8PM-6AM for these two days. From 6AM-8PM daily, all lanes of Route 22 will be open with no restrictions. The eastbound closure of Route 22 will have traffic exiting the interchange at Key Bank on Route 18 northbound, to Old Stuebenville Pike eastbound, and to the McDonald exit to get back onto Route 22. The westbound closure of Route 22 will have traffic exiting the interchange at Route 4026 (Maple Grove Road) then to Stuebenville Pike westbound, to Route 18 southbound, then back to Route 22. If you are traveling Route 22 between 6AM - 8PM daily, you should not be affected by these closures.


Charleroi Storm Water ─ This project upgrades transportation and wastewater/storm sewer infrastructure in the Route 88 corridor along McKean Avenue from Fifth Street to Thirteenth Street and Fallowfield Avenue from Fifth Street to Eleventh Street in Charleroi Borough, Washington County. The tentative completion date is in October 2019. The contractor on this $686,580 project is Independent Enterprises, Inc.

Route 1002 from Route 19 to the Allegheny Country Line – This project is for paving 4.2 miles of Route 1002 (East McMurray Road) from Route 19 (Donaldson Crossroads) to the county line in Peters Township. The tentative completion date on this project is January 2019.  The contractor on this project is A. Folino Construction, Inc. for $2.16 million.

Route 4012 over Robinson Run 2 — This is a bridge replacement project for the bridge that carries Route 4012 (Nobelstown Road) over Robinson Run between Robinson, Smith and Mt. Pleasant townships in Washington County. The tentative completion date on this project is May 11, 2019.  The contractor on this $1.35 million project is Frank Gavlik & Sons, Inc.
Update: This project has been significantly delayed by utility relocations and now has a projected completion date of May 11, 2019.

Washington County Surface Improvements — SIP 12-18-SI4-1 — Surface Improvements on various routes in Washington County. The tentative completion date is in April 2019. The contractor on this $6.8 million project is Golden Eagle Construction Co.  Route 2030 and 2019 are carryovers from 2018.
Update: Paving will start on Route 2030 (Persil / Coal Center Road east of Bentleyville) and 2019 (Almond Street / Wherry Road between Ellsworth and Cokeburg Junction) the week of April 15.

Washington County Surface Improvements ─ SIP 12-19-SI4-1 – Surface improvement contract of certain sections of various State Routes in Washington County. Construction consists of milling, Superpave asphalt courses, base repair, pavement markings, and other miscellaneous construction on all or portions of the selected State Routes. This project also includes Inlets and Pipe Placement on Route 2023. The contractor on this $7,229,969 project is A. Liberoni, Inc.
Update: This job will start this summer.

Guide Rail — Washington County — 12-18-GR4 – For the repair, replacement and /or upgrade of guide rail in the county. The contractor on this $1.23 million project is Green Acres Contracting Co., Inc. The anticipated completion is in late June 2019.

Route 3025 Bridge over Robinson Run ─ Department Force Bridge ─ This project is the replacement of the structure carrying Route 3025 (Good Intent Road) over a branch of Robinson Fork in West Finley Township, Washington County. No new capacity will be added to this bridge. The contractor assisting on this project is Allison Park Contractors, Inc. for $132,000.
Update: This project will tentatively start in July 2019.

Route 2011 Bridge over Little Ten Mile Creek ─ Department Force Bridge ─ This project is the rehabilitation/replacement of the structure carrying Route 2011 (Lone Pine Road) over a branch of Little Ten Mile Creek in West Bethlehem Township, Washington County. The contractor assisting on this $229,000 project is Carmen Paliotta Contracting, Inc.
Update: Work will tentatively complete on June 21. A marked detour uses Ten Mile Road and Little Creek Road.

Route 331 Bridge over Brush Run ─ Department Force Bridge ─ SR 331 M10 – Replacement of the structure carrying PA 331 (Brush Run Road) over a branch of Brush Run in Hopewell Township, Washington County. The contractor assisting on this $137,000 project is Allison Park Contractors, Inc.
Update: Project tentatively scheduled to start September 2019.

Route 519 at Route 980 and Interstate 79 ─ SR 519 K20 – This project involves safety improvements to the intersections on Route 519 between I-79 and Route 19. Also, the I-79 ramps at Route 519. The project will add a turning lane on Route 519 from Route 980 to Interstate 79 two sets of signals at Route 519/Interstate 79 to control traffic at the on/off ramps, and Route 519 will be realigned and moved 150’ to the East to eliminate a 4-way stop condition and will be replaced with a new signal. The contractor on this $26,773,781 project is Golden Triangle Construction Company, Inc.
Update: Work is tentatively scheduled to start in mid-May.

Route 2030 over Gorby’s Run ─ SR 2030 F10 ─ This project consists of the replacement of the bridge that carries Route 2030 (California Drive) over Gorby’s Run. Also included will be roadway approach work, drainage upgrades, guide rail upgrades, signing and pavement marking upgrades. California Borough, Washington County. The apparent low bidder on this $989,763 project is Pugliano Construction Co., Inc. 
 
Washington County Bridge Preservations ─ SR 40 ─ This is for bridge preservations at various locations in the county. It is scheduled to be let in late June.

Westmoreland County

Route 3101 over Jack’s Run ─ SR 3101 A10 ─ This is for the reconstruction of the bridge and approach roadway of Route 3101 (Keystone Avenue) in South Greensburg and Hempfield Township in Westmoreland County. The tentative completion date is late August 2019. The contractor on this $864,057 project is J. F. Shea Construction, Inc.
Update: The contractor is planning to pour the parapet and finish roadway reconstruction. 

Route 3073 over Buffalo Run ─ SR 3073 G01 ─ This project consists of the replacement of the structure carrying Route 3073 (Buttermore Road) over Buffalo Run. Two hundred feet of roadway will be reconstructed and 100 feet milling, and resurfacing will occur on each side of the structure. Approximately 100 feet of Buffalo Run will be relocated upstream and 50 feet downstream. Guide rail and signing will be updated. The tentative completion on this project is late August 2019. The contractor on this $644,748 project is C.H. & D. Enterprises, Inc.
Update: A marked detour is in place.

Route 119 New Stanton Lighting/Ramps ─ SR 119 J10 ─ Westmoreland County, New Stanton Borough and Hempfield Township ─ The project includes highway lighting replacement, concrete pavement and reconstruction on portions of two ramps. This will include concrete repairs, patching and joint repairs on two other ramps and a 600-foot section of Route 119. There will also be bridge preservation work on two structures on ramps that span Sewickley Creek and the railroad. As part of one of the ramp’s reconstruction, the project will improve the acceleration lane through reconstruction of an asphalt shoulder along northbound Route 119. All work will focus on Department owned roadways and ramps within the Route 119 Interchange with Route 3091 and Toll 66 (Amos K. Hutchinson Bypass). This project will also include signing, pavement markings, guide rail and other miscellaneous construction. The tentative completion on this project is April 2020. The contractor on this $3,094,033.15 project is Golden Triangle Construction Company.
Update: The contractor has started some of the highway lighting component work. Some minor erosion control measures are scheduled. The advance detour signs are in place with work tentatively starting on April 15. Ramp closure information will be forthcoming.
 
2018 Westmoreland County Bridges ─ SR 981 10V – Replacement of several structures in District 12. The completion date is September 2019. The contractor on this $1.195 million project is C.H.&D. Enterprises.

Route 981 over Unity Run – SR 981 20F ─ This project is the replacement of the structure carrying Route 981 (Lloyd Avenue) over Unity Run (approximately 1.8 miles north of the intersection with Rouyte 30) in Latrobe Borough, Westmoreland County. No additional capacity added. The completion date for this project is mid-August 2019. The contractor on this $771,418 project is C.H. & D. Enterprises, Inc.
Update: The contractor will start installing drainage on Route 981. Motorists should expect some delays.

Route 711 over Tubmill Creek ─ Route 711 Section 03M ─ This project is to replace the bridge that carries Route 711 over Tubmill Creek in St. Clair Township, Westmoreland County. The completion date is in October 2019. The contractor on this project is J.F. Shea Construction, Inc. for $1.73 million.

Route 356 Truck Climbing Lane ─ The project widens the roadway from two to four lanes throughout most of the project limits, including horizontal realignment in order to reduce the overall horizontal curvature and severity of the grade as the roadway ascends away from the Allegheny River. The tentative completion is in December 2020. The contractor on this $15.4 million project is Plum Contracting, Inc.

Route 31 Donegal Interchange – SR 31 X10 – This project is for realignment of Route 31 at the Donegal Turnpike Interchange with the addition of a signalized continuous “T” intersection and installation of traffic signals and turning lanes at the Route 31/Route 711 intersection.  Relocation of School House Road at Mountain View Road and Kings Way at Route 711 to create plus intersections will occur with the addition of signals and turning lanes.  Other widening for center turning lanes and increasing sight distance will occur on Route 31, as well as waterline relocation, drainage and signing upgrades, and milling and paving from approximately 450 feet west of Hellein School Road to 525 feet east of the Route 31/Route 2031, Route 711/Route 381 intersection.  Plum Contracting, Inc. is the prime contractor on this $19.8 million project.
Update: Lanes have been shifted and shoulders restricted to allow for upcoming work.  Work on pavement joint and base repairs wrapped up this week.  Safety improvements to School House Road have been completed. Excavation continues for installation of the 72 Inch concrete pipe under the Turnpike Interchange area. With this, over 12,000 tons of contaminated soils from old, leaking underground storage tanks have been hauled to a landfill in accordance with PA-DEP regulations. Other soils are being stockpiled and tested and reused on site if not contaminated, and through approval by PA-DEP. Final changes to the intersection of Route 31 and Route 381 / Route 711 are being reviewed to address safety concerns. Work is expected here in the coming weeks. Temporary daily work zones with single lane restrictions will be ongoing for signal, drainage, and other work.  Access to all businesses will be maintained but may be shifted or reduced as work will be ongoing from the western end of the project thru Route 711 North. Please drive slowly and be especially cautious in this area.

Route 1012 Bridge over McGee Run ─ SR 1012 B10 ─ Replacement of the bridge that carries Route 1012 (Bergman Road) over McGee Run in Derry Township, Westmoreland County. The tentative completion is in September 2019. The contractor on this $574,638.23 project is Frank Gavlik & Sons.
Update: The detour for this project will be setup the last week of May 2019 and be implemented in the first week of June when physical work starting with demolition. Traffic will be detoured throughout the construction season with local traffic only able to access within 500 ft. of either side of the structure being replaced. The detour will consist of travelling through the town of Derry on Lake Road to Route 981 to Route 1025 to route 1012 to access Ridgeview Veterinary service and local farms. Vehicles needing access on the eastern approach to the structure may travel on Route 1012 from Route 217 almost up to the Derry Water Company Pumping station. Please exercise caution in the area and be aware of equipment and people working.

Interstate 70 at Route 31 Interchange – 70 K10 – This project is for the Interstate 70 bridge over Route 31 in South Huntingdon Township and the interchange reconstruction. It has a tentative completion date of November 2020. The contractor on this $66.9 million project is Golden Triangle Construction Company, Inc.

Route 906 from 4th Street to the Monessen Riverfront Business Park – Route 906 C10 –This project is for the reconstruction of this section of Route 906. The contractor on this $4,339,310 project is Morgan Excavating, L.P. Tentatively this project will complete in late August.
Update: A concrete barrier is installed on Donner Avenue between 4th and 6th streets closing the left lane. This restricts the right travel lane to 9’ width which prohibits permit loads, while traffic utilizes the right lane, the contractor is excavating and reconstructing the left lane.  A flagger must stop traffic while the contractor loads excavated material into dump trucks. Next week, work at the 4th and 5th street intersections will proceed during daylight hours. Traffic will not be permitted to travel on 4th and 5th streets between Donner Avenue and Schoonmaker Avenue. The contractor will continue sidewalk repairs between 6th and 10th streets. Stoppage of traffic will not be required for this work. Parking is available on each block and access to all businesses is being maintained.

Westmoreland County Surface Improvements ─ SIP 12-19-SI5-1 – Surface improvement contract of certain sections of various State Routes in Westmoreland County. Construction consists of milling, superpave asphalt courses, base repair, pavement markings, drainage, and other miscellaneous construction on all or portions of the selected State Routes, all as indicated on the approved drawings for various State Routes in Westmoreland County. The contractor on this $7,579,309 project is Tresco Paving Corporation.
Update: The notice to proceed for this contract is scheduled for May 13.  More information will be provided as the information is solidified.

Guide Rail — Westmoreland County — 12-18-GR5 – For the repair, replacement and /or upgrade of guide rail in the county. The contractor on this $899,828 project is Penn Line Services, Inc. The anticipated completion is in late June 2019.

Route 3002 Bridge over Jacobs Creek ─ Department Force Bridge ─ Rehab/replacement of the structure carrying Route 3002 (at Creek Road) over a branch of Jacobs Creek in East Huntingdon Township, Westmoreland County. The tentative completion is in December 2019. The contractor helping out on this $175,000 project is Allison Park Contractors, Inc.
Update: Work has begun with a tentative completion date in December. A marked detour will be in place utilizing Nebo Road, Homestead Avenue, Route 3083 and Pittsburgh Street. Demolition of the existing structure and excavation continues.

Route 981 SIG ─ Signal Upgrades ─ This project includes replacement of the following nine existing traffic signals and the upgrade of an additional traffic signal located along Route 981 and Ligonier Streets in the City of Latrobe, Westmoreland County:

Upgrade of traffic signal at – Route 981 (Lloyd Ave.) and Route 1026 (Unity St.) Signal enhancements and miscellaneous roadway work at this corridor of intersections includes signal replacements, signal modifications, the addition of ADA/pedestrian facilities, and resurfacing of Route 981 and Ligonier Street. Existing congestion and queuing issues because of equipment being older will be improved with this project, providing a more efficient flow of traffic. This project is scheduled to be let in late August 2019.

Project # 108333 12-18-SI5 SIP Westmoreland - Surface improvement contract of certain sections of various State Routes in Westmoreland County. Construction consists of milling, asphalt courses, base repair, pavement markings, drainage, and other miscellaneous construction on all or portions of the selected State Routes, all as indicated on the approved drawings for various State Routes in Westmoreland County. These are carryovers from 2018.

Update: The contractor was delayed for starting on SR 286 till Monday, April 8th with milling and base repairs to occur the week of 4/8/19. Leveling and wearing course paving is scheduled to occur the week of 4/15/19. ADA ramps have been delayed to Monday, April 15th on Route 3026, with Route 981 to begin later in the week. All the above listed work will continue to occur during daylight hours and traffic will be maintained by flagging. The contractor is scheduled to begin milling Route 3020 (Barnes Lake Road) on Monday, April 15th during daylight hours with traffic being maintained by using flaggers.

US 119 over Zellers Run ─ This project is for the replacement of the existing bridge structure with a 14'-0" x 8'-0" Precast Concrete Box Culvert, reconstruction of the approach roadway, and other miscellaneous construction, located South Greensburg and Southwest Greensburg boroughs. The apparent low bidder on this approximately $2.2 million project is Charles J. Merlo, Inc.

Route 366 over Pucketa Creek — SR 366 D20 — This project is for the replacement of the bridge that carries Route 366 (Greensburg Road) over Pucketa Creek in the City of Lower Burrell. The contractor on this project Pugliano Construction Co. Inc.

Route 31 Pavement Preservation — SR 31 04R — This project is for the pavement preservation patching, milling, resurfacing, signal upgrades, ADA ramps, guide rail, delineation, signing and other miscellaneous construction in Mt. Pleasant and Bullskin townships, and Mt. Pleasant Borough, Fayette and Westmoreland counties. The apparent low bidder on this $1,859,293 project is A. Liberoni, Inc. 

Wynn/Clara Tredway Extension ─ The local project will consist of extending the current Tredway Trail north along the Allegheny River to the Freeport Bridge for approximately 1.5 miles. The existing land was historically used as a railroad line, which will now be converted into a multi-use greenway trail providing public recreation for pedestrians and bicyclists. This work will include trail surfacing, minor paving for trail parking, trail landscaping, signage, shared use paint lines, and other miscellaneous construction, as indicated on the approved drawings included in the bid package for Wynn Clara Tredway Extension, Section WCE, in Westmoreland County Allegheny Township from approximately the end of the current Tredway Trail section to approximately the Freeport Bridge Route 356 overpass. The contractor on this $245,000 project is A. Folino Construction, Inc.
