PennDOT's Scheduled Roadwork for the Week February 21, 2020 to February 28, 2020

Interstate 80

Interstate 81

Short Term

I-81 North and South bound from Exit 164 ( Nanticoke) to Exit 180 (Davis St./ Montage Mountain) for guide-rail repairs from Tuesday, February 18 to Thursday, February 27 from 8:00 PM to 5:00 AM.

Long Term

Exit 191 (Dickson City Business Route 6) to Exit 194 (Clarks Summit).  This project consists of the milling and resurfacing of the existing bituminous roadway with Superpave scratch course and Stone Matrix Asphalt (SMA) wearing course, full depth bridge approach reconstruction, bridge rehabilitation work on six structures, temporary traffic control and pavement markings.  The work on I-81 north will be in 2019 and 2020 for the southbound.  Updated:  I 81 Exit 191 to exit 194 North Bound. This project consists of the milling and resurfacing of the existing bituminous roadway , full depth bridge approach reconstruction, bridge rehabilitation work on three structures, temporary traffic control and pavement markings. This work will continue through November 2019.  The project will start up again in the spring of 2020 on I-81- South.

I-81and 1-84 Pavement Failure Project: The project consists of concrete slab replacement and concrete pavement preservation activities in various locations on I 81 NB/SB from Exit 185 (Central Scranton Expressway) to Exit 186 (E Drinker Street) & on I 84 E/W from I 81 to Exit 2 (Elmhurst, PA 435) in the City of Scranton and Dunmore Borough, Lackawanna County. Concrete Slab Replacement includes the removal of existing concrete slabs, installation of subbase, new pavement joints, pavement patching joints, and new precast concrete slabs, regular concrete or accelerated concrete, based on location. Pavement preservation activities include dowel bar retrofits, sealing of the longitudinal and transverse joints, and diamond grinding of the new concrete pavement for a smoother ride. All work is confined to the existing highway . Work will continue on I-84 East and West bond temporary lane closures starting October 2 through November 1, 2019. Update:  The project is completed for 2019 and will continue in the spring of 2020.

Interstate 84

I-84- -Dingmans Township -Lane Restriction-Removal of Millings from between the East & West 38.5-42 mm-24-Feb-20-27-Feb-20-7:30 AM to 2:30 PM

Long Term

Exit 17 ( Newfoundland)  to Exit 26 (Trafton/Promised Land State Park) I- 84 Pike County will be down to a single lane eastbound and westbound from mile marker 21 to 26 for roadway reconstruction starting Mid-April till Mid-November. This will be the first of four phases of reconstruction of I-84 from mile marker 18 to 26. The project will be completed in July of 2023. Construction consists of total eastbound and westbound roadway reconstruction, drainage, signage, guiderail, eight new structures and new lighting.

Exit 30 (Blooming Grove/ Porters Lake) to Exit 46 (Milford):. Crews will be working on roadway and bridge reconstruction work between these exits. Three westbound structures and approximately 3.5 miles of westbound interstate roadway are to be completed during this construction season.  The project is scheduled to be completed in 2020.

The Milford Matamoras betterment project , Pike County, Pa. SR 0006
The present status is that the project is about 40% complete. There is a traffic shift in place but it is not significantly impeding the flow of traffic on SR 0006.  Work will continue through 2020 with a completion date of November 2020. There will be intermittent traffic delays throughout the 2020 construction season. There will be no detours in place

Public Meeting Pennsylvania Department of Transportation
S.R. 1025, Section 350 Culvert Replacement over Hicks Creek Exeter Township, Luzerne County: Exeter Township Building 2305 State Route 92, Harding, Pennsylvania on Wednesday, March 4, 2020 at 6:00 PM- -Open house/plans display and presentation. The Pennsylvania Department of Transportation Engineering District 4-0 will conduct a public display of plans for the proposed culvert on S.R. 1025 (Schooley Avenue) over Hicks Creek.  The purpose of this meeting is to present proposed engineering plans, construction schedule and construction staging information.  PennDOT staff will be on hand to explain the project and answer questions on an informal basis. Preliminary design plans will be available for review.

SR 11/ Pittston Ave. Borough of Dupont, Luzerne County. Railroads, snooper access and traffic control are all lined up for an inspection of the SR 11/Pittston Ave. bridge for Tuesday, 2/25/2020.  PennDOT anticipate closing one lane (right/East side) from 9:00 am until approximately 3:00 pm.

SR 1010-Main street-Swoyersville-single lane-crack sealing-2/24/2020-2/28/2020-7:00 AM to 4:00 PM

Long Term

SR 309, section 362 over Laurel Run Creek at SR 115: The project consists of culvert repair which includes repairing the undermined arch culvert foundation and channel scour, replacing the deteriorated concrete invert slab with a reinforced concrete slab, constructing outlet apron with extra depth cut-off walls and slab to end of wing walls at both ends and providing Type 2 concrete repairs to spalls in water main encasement.  The project should be completed by May 2020.

The SR 309 Off-Ramp from SR 309 Southbound to River Street (SR 2004)  Exit 3 (Plains/Wilkes-Barre) on the North Cross Valley will be closed until the fall of 2020.  During this time, the bridge deck and parapets will be removed and replaced.  Bridge beams and girders will be abrasive blasted, primed painted.  The posted detour will lead motorists to Exit 2 (Wilkes-Barre/Center City), to Wilkes-Barre Boulevard North, where temporary traffic signals have been installed, to SR 309 North and back to River Street.  A special provision was made for emergency vehicles that will allow them to exit SR 309 SB at a newly constructed off-ramp that leads to River Street.  Emergency responders will be going against the normal flow of traffic, but behind concrete barriers.  Completion – fall 2020.

SR 2010  (Main Rd) Ashley/Sugar Notch at Exit1 off 29 bridge project. The project consists of a superstructure replacement. The project sets a temporary signal in place to take the bridge down to one lane so half the old bridge can be removed and replaced in phase 1 and then phase 2 will do the same to the other side. Project completion is July of 2021.  Temporary signal will be in place starting Tuesday, December 10, 2019. The actual switch will not occur until late morning or early afternoon, as long as weather cooperates for the line painting. Traffic will be down to one lane (16’ wide) controlled by a traffic signal at each end, one at the off ramp of SR 29 NB and one at the off ramp of SR 29 SB both on SR 2010 ( Main Rd.) This is expected to impact the Hanover industrial park traffic exiting onto Main Rd and backups are anticipated, alternate routes are suggested.

SR 3034 (Butler Ave) Conyngham: PennDOT has closed the bridge on SR 3034 (Butler Ave) Conyngham after a routine inspection.  The bridge will be replaced starting in the spring of 2020.   A detour is in place.

South Valley Parkway Project - The Intersection of SR 2008 (Middle Road) & Prospect Street in Nanticoke closed on September 3 for Installation of New Roundabout.  From September 3 to October 31 construction will take place on the final roundabout in the South Valley Parkway Project.  During construction, the intersection at Prospect Street and Middle Road will be closed with a detour posted.  The work will take place near Luzerne County Community College and Greater Nanticoke Area High School, so motorists who are going to these schools are reminded to follow the posted detour, which may differ from their GPS. 
The HOP Hanover 9  NOW OPEN:  This construction project is coinciding with a second roundabout and access road that is being built by a private contractor to access the new Hanover 9 Industrial Park.  The Hanover 9 closure is on The South Valley Parkway, between Middle Road and SR 29.

Long Term

SR 2001 Lehman Township.  The second segment of the SR 2001-project will be construction of a temporary road and a permanent road. Traffic will be switched to temporary road for a length of 1.1 miles while right side of permanent roadway is being constructed. Construction of new arch culvert over Alicia’s  Creek.  Paving will include 1.4 miles of the new permanent road.

Long Term

SR 2021 in Lenox Township, Susquehanna County, the bridge structure over the East branch of Tunkhannock Creek is down to one lane to begin phase 1 construction for a super structure replacement project. One lane of traffic will remain open over the structure in the north & south direction under temporary signals which will be in operation for the duration of the project.  The work will occur between the intersection of SR 2035 to the intersection of SR 2021 and SR 374 Lenox Township,  The project is scheduled to be completed August 2020. 

SR 3037 (Rush Twp.)- The is closed bridge from the intersection of SR 367 to the intersection of SR 267 in Rush Township. The bridge is closed due to pier deficiency. A detour is posted.   

SR 3001--Auburn-Closed-Bridge Repair-Monday, February 24-Friday, March 6-7:00 AM to 3:00 PM

SR 3001: There is a bridge closing on SR 3001 (Green RD), Auburn, Township over Carter Creek.  The bridge closed on Friday, February 14, 2020 due to deterioration of the abutment.  The bridge is closed till further notice.   The detour will be SR 3001 to SR 3002 to SR 3003 to SR 3005 and back to SR 3001.

SR 1002: A recent inspection on the Skinners Falls Bridge (Milanville Road) over the Delaware River identified various structural issues that have caused the department to close the bridge until further notice.  Although the average daily traffic on this bridge is approximately 325 cars, this bridge is one of 10 bridges in PennDOT District 4 that connect Pennsylvania with New York, and is therefore part of the Joint Interstate Bridge Commission.  Originally built in 1901, the bridge is listed on the National Registry of Historic Places and is located  within the National Park Service Upper Delaware Scenic and Recreational River.  Coordination will continue with NY DOT along with various other state and federal agencies to determine the next step for the bridge.  A detour will be posted from SR 1002 to SR 1004 (Milanville Rd) to SR 1008 (Plank Road) to the Narrowsburg Bridge and to SR 97 in New York.

SR 2012 the bridge project is in design  for SR 2012.  At that point PennDOT plans to begin demolition on SR 2012.  Demolition is excepted to take six weeks.  The project will carry over to the 2020 construction season. Department forces will beginning reconstructing in spring when weather breaks.

SR 3001 is still closed one lane.
