West Lackawanna Avenue Bridge Replacement Project
The Pennsylvania Department of Transportation (PennDOT) held a virtual public meeting and online plans display for the W. Lackawanna Avenue Bridge Replacement Project in the City of Scranton, Lackawanna County.
The purpose of this project is to replace the existing structure that carries four lanes of traffic on West Lackawanna Avenue over the Norfolk Southern Railroad in the City of Scranton, Lackawanna County. The existing two-span prestressed non-composite adjacent box beam structure was built in 1972 and has experienced severe deterioration of the substructure which required recent repair and moderate superstructure deterioration. The existing structure has a current weight restriction of 18 tons except combinations of 26 tons.
The scope of work for this project consists of replacing the structurally deficient bridge to provide a safe and efficient crossing while providing moderate geometric improvements to the approach roadways with a one-span composite prestressed concrete box beam bridge. Since sidewalks are located on both sides of West Lackawanna Avenue, typical concrete barriers are specified on either side of the superstructure. The abutments are set parallel to the Norfolk Southern tracks with the proposed edge of the abutment footing outside the track envelope. The resulting new span length is 75’-0”.
The project also includes replacement of parallel retaining walls along the approach roadway in all quadrants. It is anticipated that full depth pavement reconstruction will take place between the intersections of 7th and 9th Avenue with mill and overlay operations occurring within the intersections.
The bridge is expected to be closed for 18 months during construction (Spring 2023 to Fall 2024). A 0.55 mile detour will be posted using N. Main Avenue and SR 3020, Linden Avenue.
The purpose of the meeting and plans display is to introduce the project and receive public input regarding any questions or concerns with the project. It is also an opportunity for the public to review and comment on the project’s potential effect upon Cultural Resources pursuant to the Advisory Council on Historic Preservation’s 36 CFR Part 800 regulations implementing Section 106 of the National Historic Preservation Act.
In accordance with Governor Wolf’s COVID-19 mitigation efforts, the comment period will be held online only. It will be open from June 16, 2021 to July 16, 2021.

From points west of the bridge, head NE onto North Main Avenue and travel 1.1 miles to the intersection of North Main Avenue and Linden Street. At the intersection, turn right and head SE along SR 3020 Linden Avenue for 0.31 miles to the intersection of Linden Street and 7th Avenue. At the intersection, turn right and head SW along 7th Avenue for 0.13 miles to the intersection of 7th Avenue and West Lackawanna Avenue and end of detour.
From points east of the bridge, head NE onto 7th Avenue and travel 0.13 miles to the intersection of 7th Avenue and Linden Street. At the intersection, turn left and head NW along SR 3020 Linden Avenue for 0.31 miles to the intersection of Linden Street and North Main Avenue. At the intersection, turn left and head SW along North Main Avenue for 0.11 miles to the intersection of North Main Avenue and West Lackawanna Avenue and end of detour.
