Phase 1 & 2 of the causeway
have been completed. Temporary excavation support for the NY abutment has been
completed. Excavation for the NY abutment was also completed. During excavation
a section of the original safety wing that had been buried over time was
uncovered. Work was stopped until it was determined that is what it was.
Contractor has also replaced approximately 80 lf of wood decking on the
existing structure. Contractor has started installing the test piles on 11-7.
Work is now scheduled to continue into the winter, weather permitting with no
scheduled winter shut down.
Project Status Update
PennDOT is soliciting the contractor community’s input at the onset of the final design process to identify cost effective alternatives and perform construction analysis for the Pond Eddy Bridge replacement project in Engineering District 4-0.
The project involves the complete replacement of the Pond Eddy Bridge carrying SR 1011 over the Delaware River between the town of Pond Eddy in Shohola Township, Pike County, PA and the Town of Lumberland in Sullivan County, NY. The existing single-lane two-span Petit Through-Truss structure founded on masonry abutments and pier will be replaced with a single-lane two-span Steel Through-Truss structure similar in configuration and length to the existing. The new structure will be located approximately 55’ upstream of and parallel to the existing. Traffic will be maintained across the existing structure during construction. The roadway work will include approximately 700 linear feet of reconstruction, guide rail and drainage improvements, signing and pavement marking updates, and other miscellaneous construction.
The VE/ACTT (Value Engineering/Accelerated Construction Technology Transfer) session for contractors will be held on November 5, 2014 at the PennDOT Engineering District 4-0 Office, 55 Keystone Industrial Park, Dunmore, PA 18512, starting at 9:30 a.m. Contractors are encouraged to attend the entire session.

It is PennDOT’s intent that contractor’s participation in the VE/ACTT session will not preclude them from bidding on this project in the future.
Project Status Update
The Pennsylvania Department of Transportation (PennDOT), Engineering District 4-0 and New York State Department of Transportation (NYSDOT) Region 9 (Southern Tier) working in conjunction with the Federal Highway Administration (FHWA) is advancing the Pond Eddy Bridge Replacement Project. At the conclusion of the final Design Advisory Committee meeting, held at the Shohola Township Building on August 29rd, 2013, the Design team has decided on a new bridge design—dual truss bridge to span the Delaware River, color of the bridge and design width.
The Department is currently in the Final Design phase. The bridge replacement project is scheduled for April 2016.
In accordance with the Memorandum of Agreement for adverse effects to the historic bridge, PennDOT is in the process of marketing the bridge through the Commonwealth’s Department of General Services. The bridge was placed on the auction website on January 06, 2014 with a 15 day notice to all Commonwealth agencies. At the end of this period, there were no interested agencies. It is currently opened to the municipal authorities for bid. If no municipal authorities are interested then DGS Department of General Services will open the auction to the public.
As the final design progresses, the bridge continues to require maintenance. After a fall 2013 inspection of the bridge, PennDOT determined that additional repairs were required. This coming spring, PennDOT will contract to have approximately 40 stringers replaced. Similar to the past several years, the stringer replacements will require partial closure of the bridge, which will be coordinated with local residents and the National Park Service.

The Pennsylvania Department of Transportation, Engineering District 4-0 will conduct a public display of plans for the proposed Pond Eddy Bridge Replacement on S.R. 1011 (Flagstone Road) over the Delaware River. The purpose of this meeting is to present prosed engineering plans, construction schedule and project information. PennDOT staff will be on hand to explain the project and answer questions on an informal basis. Final design plans will be available for review.
