PA Infrastructure Bank

The Pennsylvania Infrastructure Bank (PIB) is a PennDOT program that provides low-interest loans to help fund transportation projects within the Commonwealth. The goal of the PIB is to leverage state and federal funds, accelerate priority transportation projects, spur economic development and assist local governments with their transportation needs.

The current PIB Interest Rate is 3.75%.

Why Apply For A Loan?

The PIB provides a low-cost means to fund projects, in whole or in part. The bank can provide the money to accelerate a construction schedule or to complete a funding package. The interest rate on PIB loans is fixed at one-half the prime lending rate with terms up to 10 years.

 

Who May Apply For A Loan?

Borrowers include cities, townships, boroughs, counties, transportation authorities, economic development agencies, not-for-profit organizations, and private corporations.

What Types Of Projects Are Financed?

Most capital projects are eligible, but construction projects receive the highest priority for funding.

Examples of eligible projects include, but are not limited, to:

Aviation

  • Runway, taxiway, apron, terminal and hangar construction
  • Land acquisition, equipment procurement and obstruction removal
  • Access roads
  • Airport lighting

Highway/Bridge

  • Road construction and resurfacing
  • Bridge rehabilitation and replacements
  • Traffic signals and signal upgrades
  • Drainage structures
  • Stormwater management
  • Municipal roadway and bridge maintencance equipment
  • Complete streets
  • Intermodal facilities

Rail Freight

  • Rail track improvements
  • New sidings
  • Rail/street crossings
  • Rail bridges and infrastructure

Transit

  • Capital purchases
  • Buildings
  • Intermodal facilities

 

What Is The Process To Apply For A Loan?

The loan process involves five key steps: Application, Evaluation, Approval, Execution, and Funds Disbursement. Applications may be submitted at any time and are considered on an ongoing basis. For additional information, download the PIB Handbook (PDF).
