eSignature Registration

Registration Requirements Summary

If you wish to use a digital signature to electronically sign documents for working with PennDOT Bureau of Project Delivery, you must register for using the eSignature process. The registration process differs slightly between PennDOT employees and business partners. Please be sure to use the correct email template when sending in your registration materials; this will help ensure the message goes to the proper area during the process. Registration Instructions for PennDOT Employees

  1. Follow the instructions in Creating and Exporting Adobe Signature Certificate (PDF) to create your digital signature and export the certificate (.fdf file).
  2. If desired, follow the instructions in Create an Appearance for a Digital Signature in Adobe (PDF) to create an appearance that will mimic your handwritten signature when digitally signing files (This process is optional).
  3. Email the exported .fdf file from Step 1 to eConstruct@pa.gov. A pre-addressed email template (.oft) is available to use, just attach the .fdf file to the email and send it to the resource account in the template.
  4. You will be notified via email when your registration is processed.


Registration Instructions for Consultants/Contractors & Material Suppliers

  1. Follow the instructions in Creating and Exporting Adobe Signature Certificate (PDF) to create your digital signature and export the certificate (.fdf file).
  2. If desired, follow the instructions in Create an Appearance for a Digital Signature in Adobe (PDF) to create an appearance that will mimic your handwritten signature when digitally signing files (This process is optional).
  3. Follow the instructions in Business Partners SharePoint Portal Access Instructions (PDF) to register for a PALogin account, which will allow you to access the eSignature SharePoint site.
  4. Fill out the Business Partner eSignature Application (PDF) and digitally sign it using the new digital signature created in Step 1.
    • NOTE: If you are a materials supplier and providing materials to one of PennDOT's select projects, when completing Step 4 above, there is the question "Do you complete the CS-4171, CS-4171F or CS-4171LA." If your firm completes any of these forms: CS-4171 (Certificate of Compliance), CS-4171F (Supplemental Certification for Epoxy Coated or Galvanized Reinforcement Steel), CS-4171LA (Certificate of Compliance for Locally Approved Non-Bulletin Materials) then select Yes for this question. Otherwise, select No. In the future, if you or your firm does complete one of those forms, send an email to eConstruct@pa.gov and your record will be updated.
  5. Email the exported .fdf file from Step 1, and the digitally signed application from Step 4 to eConstruct@pa.gov. A pre-addressed email template (.oft) is available to use, just attach the files to the email and send it to the resource account in the template.
    • NOTE A separate email template (.oft) is available for material suppliers that fill out the CS-4171 forms.
  6. You will be notified via email when your registration is processed.
