POSTED AND BONDED ROADWAY PROGRAM

This page is your resource for information on the posting and bonding process for secondary state roads.  Many of Pennsylvania’s older secondary and rural roads were not designed to support the weight they presently carry.
 
To prevent damage, PennDOT has posting and bonding policies that requires haulers to be financially responsible for excess maintenance on the roads they use. This web page provides the information needed to haul on roads that are posted with a weight limit, when a bond to use a road is required and how to obtain a bond.

For the convenience of haulers, PennDOT has a Step-by-Step Guide to Bonding a Posted Road to reference when acquiring a permit to exceed the posted weight limit.

Haulers should work with the applicable District Posting and Bonding Coordinator each step of the way.

HOW TO OBTAIN A LETTER OF LOCAL DETERMINATION

Local Traffic and Obtaining Letter of Local Determination

Pennsylvania Act 13 of 2012 requires PennDOT to create a policy that exempts economically distressed (i.e., at-risk) industries and some local business vehicles in excess of posted weight limits from bonding roadways by issuing Letters of Local Determination (LoLD). The LoLD will be available to two categories of haulers:

1. Economically distressed businesses (at-risk)

2. Infrequent haulers (i.e., de minimis – those not likely to damage the roadway)

PennDOT encourages haulers to self-certify as local traffic as described in 67 Pa. Code § 189.2 and the provision of 67 Pa. Code § 189.3(c).
