Roles and Responsibilities for Agility Staff and Stakeholders


The defined roles and responsibilities of the below parties are necessary in implementing the Agility Program across PennDOT’s County Maintenance Offices.

District Executive

  • Provides leadership for the Agility Program
  • Provides support for and markets the Agility Program
  • Gives and receives feedback on the Agility Program to and from Central Office.
  • Serves, as needed, on the Agility Steering Committee and/or subcommittee
  • Assigns Agility responsibilities to district staff

Municipal Service Representative

  • Markets and supports the Agility Program
  • Acts as a liaison between the County Maintenance Office and the partner and/or potential partners
  • Assists the District, County Agility Coordinators and municipalities in developing potential Agility exchanges
  • Roadway Program Coordinator
  • Provides technical, professional and clerical support
  • Assists the Assistant County Maintenance Manager and the County Agility Coordinator with the development and tracking of costs associated with Work Plans

District Agility Coordinator (DAC)

  • Serves as a single point of contact for the Agility Division
  • Communicates information on Agility from any source to the ADE-M, County Manager, County Agility Coordinator and others
  • Performs quality assurance reviews on Agility Agreements
  • Conducts and/or coordinates training on the Agility Program
  • Assists with identifying marketing opportunities for the Agility Program
  • Serves as requested, on the Agility Steering Committee
  • Attends meetings as requested by the Agility Division
  • Coordinates the collection of data requested on the Agility Program
  • Assists with the resolution of Agility issues
  • Monitors the county agility coordinator's Work Plan activities to ensure parity of service exchanges

County Agility Coordinator (CAC)

  • Serves as the single point of contact for the DAC and the entire county.
  • Communicates information on Agility from any source to the County Maintenance Manager and the entire organization
  • Performs quality assurance reviews on Agility Agreements prior to the submission to the DAC
  • Participates in the development, review, and implementation of Work Plans
  • Conducts training at the county level and/or coordinates training on the Agility Program
  • Identifies, develops, and implements marketing strategies for the County
  • Attends meetings as requested on the Agility Program
  • Completes as requested, data requests on the Agility Program
  • Ensures Work Plan activities are accurately tracked and reported and maintains accurate and auditable records on the Agility Program
  • Resolves issues relative to the Agility Program

Assistant County Maintenance Managers (ACMM)

  • Attends meetings as requested, on the Agility Program
  • Completes as requested, data requests on the Agility Program
  • Communicates information on Agility from any source to AFSCME, the public, partners, the County Maintenance Manager and the CAC
  • Completes PennDOT’s portion of the Agility Agreement and Work Plans and submits them to the CAC
  • Identifies available PennDOT resources to exchange in the Agility Program
  • Schedules the work to be completed and accurately documents the activities on the Work Plan
  • Monitors and documents the quantity, quality, and timeliness of the services provided by the partner
  • Accurately tracks and reports Work Plan activities and maintains auditable records on the Agility Program

County Maintenance Manager

  • Promote, supports, and markets Agility to all stakeholders
  • Assigns Agility responsibilities to county staff.
  • Provides signature authority for Agility
  • Approves resources that are included in Agility service exchanges

Foreman

  • Executes the work identified on the Work Plan
  • Accurately documents the completion of Agility work
  • Supports the CAC, ACMM, crew, and municipalities in marketing the Agility Program
  • Interfaces with partners as needed

Assistant District Executive for Maintenance

  • Provides leadership for the Agility Program
  • Resolves issues regarding the Agility Program
  • Provides support for and markets the Agility Program
  • Assigns Agility responsibilities to district maintenance staff
  • Serves, as needed, on the Agility Steering Committee and/or subcommittees

AFSCME

  • Gives and receives feedback on the Agility Program
  • Provides guidance on the Agility Program
  • Provides conflict resolution for Agility issues
  • Serves, as needed, on the Agility Steering Committee and/or subcommittees
  • Markets to internal and external customers
  • Reviews and approves the Work Plan

Agility Divison

  • Establish and implements Agility policies and procedures
  • Markets the Agility Program
  • Performs conflict resolution related to the Agility Program
  • Interprets policies and procedures
  • Researches Agility Program opportunities
  • Collects and executes Agility Agreements
  • Provides technical assistance to district and county maintenance staff
  • Provides leadership for the Agility Program
  • Serves on the Agility Steering Committee
  • Develops and performs Agility Program training
  • Communicates information on the Agility Program to internal and external customers
  • Acts as the liaison to other state agencies, AFSCME and PennDOT units relative to the Agility Program
